At the end of Penguin Adventure, the list of the programming and design team scroll up the screen, with the notable absence of Hideo Kojima.
Following that it says "We promise to keep sending romantic game messages"
Where there any MSX games with "romantic game messenges" after Penguin Adventure ? or is this a broken promise?

And was Maze of Galious released before Penguin Adventure?
Oh and (SD) Snatcher and Solid Snake contain quite some romance as well.

nope, Maze of Galious wasn't released before Penguin Adventure...
and as for Hideo Kojima, I don't think he was already working @ Konami at that time... but I could be wrong of course...

In Yume Penguin Monogatari (this may be the follow-up to Penguin Adventure) on the Famicom. Pentaro has become very fat after he stopped travelling round Antarctica and his girlfriend has left him. You have to lose weight and keep it off to get her back

Actually Penguin Adventure was Kojima's first game ever. After that he went on to create Metal Gear. So no clue why he wasn't credited, but it was a Kojima game.
And the credits doesn't mention "game messages for MSX" does it? It doesn't name a platform. And Konami did create games like Tokemeki Memorial |

For me, in general, since 1986, Konami had a lot of "Romantic Messages" in their games more than the rest of companies. The stories and scripts in most of the Konami games (overall in MSX releases) usually have a lot of implicit romanticism, and the characters too.
Ah, MoG is a big romantic story: A couple trying to save his baby!
