Hopefully the ZX Spectrum version -form which the MSX version was ported- was quite good because it wasn't monochrome -as it was usual in ZX Spectrum games- and the colour palette was used efficiently.

thx, Ivan, tryed now.
I must admit that is the usual orrible speccy convertion. they have not nearly took into consideration to use hw sprites, nor to use pattern mode to achieve scrolling.....
the cpu scroll the entire screen by brute force copying the entire pattern set...
orrible, not even near the usual konami quality.... |

There are lots of worse ZX Spectrum ports. This one at least has colour... And now compare it with the NES game and imagine what Konami could have done for MSX2. |

Well... I've checked TMNT for the NES and the intro screen says 1989. I have also taken a look at an old Spanish magazine and the NES version was already on sale when the versions for 8bit/16bit computers appeared. So the home computer versions are based on the NES game.

Are there underwater DIVING stages on MSX version? (looks like super mario bros diving stage on the NES TMNT...)
I still remember I have seen such stage in NES Turtles... |

Yes, there is a diving stage, take a look at the map of the game. I don't know if you are referring to THAT stage, though. |
