What evidence made you make this supposition?
With each passing day, the MSX3 story becomes more confusing with a bunch of different acronyms and giving some twists from time to time. Now it seems they took the Maxim design for the cartridge version... or everything?. Was not this MSX designed by Nishi and the university of Tokyo?
Indeed I saw it in the Twitter photo as in the screenshot above.
I think a lot gets lost in translation and the lack of a PR person means the message is very confused.

My guess is that Maxim had these ideas and sent them to Nishi who has jumped on board to make it official. We can see from this thread that Maxim has been working on very good stuff for a long time.

i doubt the msx3 will become a real thing. maybe maxis should resume the procyon project, far more interesting than a modern arm machine with modern hw with nothing to do with the '80 msx computer and spirit
I think the project is at a very advanced stage so everything suggests it will be released. A different story, as you pointed out, is if we will feel this computer as a true MSX. The spirit of the old platforms is to squeeze the machine in order to get amazing stuff. Far from where we are now with this new hardware.
Anyway, if the MSX3 is a reality now, it is thanks to us for keeping MSX alive during the last 3 decades. We can all be proud of it without a doubt.
I hope Nishi could explain the details about the MSX resurrection someday.
At this point, I'm 50% confident about MSX3 release and 50% about never release.
