Are these black spots on the video board sign of burning

Are these black spots on the MSX video board , means it was fried ?

Anything to do about it or replacing this board is the only option?

Just noticed this earlier post from you... take antistatic brush and brush off the black stuff. Take multimeter and measure resistance between respective pins of the assembly and its components conductors are expected to connect those pins. Are there burnt conductors with no contact? Looking to schematics I would think these conductors are low probability to fry as they do not outside of machine.
For me these black marks are just made with marker (like small mark at the top left corner of the board). But you should find it out yourself.

yes, you are exactly right, it turned out it was just paint, I managed to remove it with ear pick.
