Dah, since when does China follow stupid laws set up by long-nosed americans? The only americans the chinese really like, are the long-dead ones, printed in green on small sheets of paper.
Ehm, first of all: The USA doesn't follow RoHS. It's EU only 
Second of all: If those Chinese don't follow it, they can't sell in the EU which means they would be losing customers, so.. they need us as bad as we need them
And for your information: most of the parts from Asia didn't have any problems. The USA was a bigger problem
