It's hard to find a PC with an ISA bus to insert the card...

I don't think the ISA slot is the problem. I can sell you a brand new PC with ISA slots. They are still used in the industrial market. Just had a quick look: System based on Atom chips, but also with Intel Core CPU's from the 4th generation are still available with ISA slots.
CGA... That can be a problem though
CGA is no problem. The card has it's own connection, (which is CGA, so you need an CGA monitor for that), but you can use any videocard for the PC. It will just mean you'll have two monitors on one PC.

It just has a CGA passthrough so if you do have a CGA card you can loop it through.
