No offense, but that's a lot for a cartridge with no box and manual. The boxed Japanese version is around $55

That would, of course, depend on whether you're a completionist, because that's about how much the Euro copy would run you.
That said, the game itself is little more than rubbish. As far as Konami shooters, I still say SkyJaguar is one of the all-time best - and grossly underappreciated.
