I don't think these games merit their place in the top scrolling platform games.
YS series has a great scroll routine

Btw superboy 3 reminds me of something. It looks so familiar...
On the unfinished/prototype category, there was also the Wonderboy in Monster World MSX2+ prototype by SlotMan.
Surprised nobody mentioned Invasion of the Zombie Monsters. It's a homebrew game, but it's a scrolling platformer (with parallax!), and it even falls into the "cute" category. Pretty impressive little game!
There's also Telenet's Sa-Zi-Ri, which scrolls choppily, but it's cute and fun.
And of course, the ultimate answer: Singular Stone! A recent Japanese homebrew Metroidvania platformer game that scrolls in all directions (block-scrolling, but quickly, so it doesn't feel too choppy), and is MOST DEFINITELY cute, starring Vocaloids like Hatsune Miku as its main cast! Absolutely stellar game -- one of the best homebrews out there, IMHO.
It's worth checking out some of the KAI Magazine games, too: Noname and Life On Earth are both scrolling platformers, albeit not "cute" ones.
And one more, back on the non-homebrew front: Mitsume ga Tooru, a lesser-known and largely not talked-about game that's actually quite good! Also very cute.

Superb game! And reminded me of Astro Marine Corps A.M.C.
Indeed it is!
